The photo is fitted to an A4 page with margins, so the result reads as a document rather than as an image someone renamed.
Orientation follows the photo
A landscape photo gets a landscape page, so a wide scan is not shrunk into a quarter of the sheet.

Large photos handled
A 12-megapixel phone photo is re-encoded to a sensible size on the way in, so the PDF is emailable.
When you need this
- Someone photographed the signed last page and you need it as a proper document.
- You have a paper contract and only a phone to capture it with.
- A receipt or certificate has to be attached to a claim as a PDF.
- You are assembling a signed contract out of photographed pages.
What this tool will not do
- One image makes one page. To combine several photos into one document, convert each and then merge — or drop them into the workspace.
- The result is a picture of text, not text. To search or review it, run Make PDF Searchable afterwards.
- Images above roughly 40 megapixels are refused, because decoding them would be a denial-of-service on a free endpoint.

Can I convert several photos into one PDF? +
Convert each photo, then use Merge PDF to combine them in the right order. The document workspace does the same thing in one session if there are many.
Will the contract text be searchable? +
Not yet — a photo of a page contains no text. Run the result through Make PDF Searchable and it becomes a document you can search, copy from and have reviewed.
What formats can I upload? +
JPG here. PNG has its own page, and the workspace additionally accepts WEBP, BMP and TIFF.
Does the photo lose quality? +
It is re-encoded at high quality to keep the file emailable. Text that was legible in the photo stays legible.
